Most apps fix the height of a line of text and clip anything that overflows. Discord lets the row grow. Stack fifteen marks on a letter and the message row simply gets taller to accommodate it, which is why the format took root here and stayed niche everywhere else.

The 2000 character problem
Discord allows 2000 characters per message, or 4000 with Nitro. That sounds generous until you remember that every combining mark counts as a character of its own.
A sentence of forty letters with three marks on each character is 160 characters, not 40. Heavy zalgo eats the limit roughly four times faster than plain text. A paragraph that fits comfortably as normal text will refuse to send once distorted.
If a message will not go through and you cannot see why, this is almost always the reason.

Getting muted for it
The characters themselves break no rules. Discord permits Unicode in messages and always has. What gets people warned is volume.
A tall zalgo message physically pushes other messages off the screen. In a channel with a few hundred people talking, sending three in a row is the text equivalent of shouting, and most moderation bots have a rule for exactly this. AutoMod can be set to catch excessive combining marks, and plenty of larger servers turn it on.
Our rule of thumb after using this in servers for a while: one heavy message as a punchline is funny, two is pushing it, three gets you timed out. Nobody remembers the third one fondly.
Making it readable on purpose
The most effective zalgo we have seen is not the heaviest. It is a plain sentence with one distorted word in it.
The contrast is what does the work. When everything is distorted, the eye gives up and skips the message. When one word in an otherwise normal line is corrupted, people actually stop and read it. This applies double in horror roleplay servers, where the effect only lands if the sentence is intelligible.
Practically: write the message plain, run the one word you want to emphasise through the generator, and paste it back into place.
Mobile and accessibility
Discord mobile renders zalgo well, but the row height that makes it work on desktop takes up a much larger share of a phone screen. A message that fills a third of a laptop window can fill an entire phone screen.
Screen readers also announce each combining mark. A heavy message becomes a long stream of character names for anyone using one, and there is no way for them to skip past it quickly. Keeping heavy zalgo to occasional single lines is the difference between a joke and a nuisance.

Will I get banned for it?

Why will my message not send?
You are over the character limit. Every mark counts separately, so heavy zalgo reaches 2000 characters about four times faster than plain text.
